This is a 2TE10 or 2TE116 first designed in 1971 and built until 1994 by the Lugansk factory in Russia, Soviet Union as a radical new generation of freight locomotives for Russian railways, though they also work passenger trains. They were designed for use in the extreme climactic conditions of the Arctic and Siberia. They are operated singularly or in fixed 2TE A-A or 3TE A-B-A sets and can also be operated in paired sets such as A-A+A-A and A-B-A+A-B-A, though the later is very rare. They have C-C Axles and each Power unit is 4000 hp, with a Max. speed of 100 km/h. Locomotive driver's liked them because of large comfortable driver’s cabs with low noise levels and less vibration.

These Soviet Block built rustbuckets are still operated by most of the National Railways in the European or Western part of the now former USSR/Soviet Union and also in the Eastern or Asia Minor part. This one may have come via Cuba as several Soviet Block built types operate there, though I don‘t believe this type do.
