This engine was USAX 002 and sister engine 001 were the Transportation School power at Fort Eustis. They are ex-SP GP9E engines that got rebuilt and became USAX 1401 and 1400. After rebuilt they were the only red army engines that has US Army on the side, all others spelled out United States.
