They're serving as tail-end pushers on a mixed-cargo freight train that's passing under the 24th Street Bridge on its way up the Allegheny Mountains to Gallitzin, where the helpers will be uncoupled and returned to East Altoona for further assignment. Visible at the lower left is the branch line leading to WYE Tower in Duncansville ~ and thence either East to Hollidaysburg (so, too, the line to Petersburg, Pennsylvania, or the line South to Cumberland, Maryland), or West to the New Portage Line (via the Muleshoe Curve) to the tunnels and Gallitzin. Description:  Slope to Works. Here is an original photo that I took in Altoona, Pennsylvania, on 6 June 1965. Shown here is all that remains of the Pennsylvania Railroad's engine ladder and ready tracks just East of the 17th Street Bridge. In olden days, this was one of the busiest places in all of PRR-Altoona. But by June 1965, there are no more roundhouses (once there were three of them here), no more locomotives waiting to be serviced or to be of service, and no more Altoona Car Shops ~ most of their functions having been transplanted to the PRR's Samuel Rea Shop in Hollidaysburg, Pennsylvania. Nothing much is left but ghosts and echoes . . . which have since been supplanted by a shopping mall and the Altoona Railroaders Memorial Museum. (#15 of 44)

Shown here (R to L) are PRR engines #9525 and #9641-B. Both were built by GM-EMD. #9525 is an EF-15 built in 1948, while #9641-B is an EF-15A built in 1950; both are rated at 1,500 horsepower. They are pulling a westbound mixed-cargo freight and are about to pass under the 7th Street Bridge. Note the two train-watchers on the Bridge! (#29 of 44)

They are pulling an eastbound mail/express train and are about to pass under the 7th Street Bridge. Note that the westbound mixed-cargo freight train pulled by PRR engine #9525 has stopped. They have just passed under the 4th Street Bridge with a westbound ore train. The water tank is all that remains from the Steam Age when there was a small coal/sand/water point here. 7th Street Bridge is visible in the distance.

Shown here (L to R) are PRR engines #2290, #2264, and two others whose numbers are not visible. All were built by EMD. #2290 and #2264 are EF-25's built in 1964 and rated at 2,500 HP each. They are pulling a westbound merchandise train past WORKS Tower. What is notable, here, is that this train is on one of the "passenger" tracks and will not stop in Altoona to change crews. In 1965, this was the exception; nowadays, it is the norm.

In this context, they're serving as tail-end pushers on a westbound mixed-cargo freight train that's just about past WORKS Tower at the left. Immediately ahead of them is PRR N-8 cabin car #478164.
